Councils are working to fixed dates. The Welsh Housing Quality Standard 2023 has to be met across the stock by 31 March 2034. From 30 November 2026, Awaab’s Law brings excess cold inside the hazards a social landlord must investigate and put right to a legal timetable. Optimised Retrofit Programme funding has to be spent and the works completed by 31 March 2027.
Those dates are met in occupied homes, one appointment at a time, by people who turn up when they said they would and leave paperwork an auditor accepts.
