Overview
CEN was appointed by Powys County Council to deliver a two-strand programme combining heating upgrades across approximately 2,250 council homes with a whole-house retrofit demonstrator across 16 1960s rural bungalows under the Welsh Government’s Optimised Retrofit Programme (ORP).
The 16 bungalows were poorly insulated, heated by outdated LPG systems and located in a rural, off-gas-grid area where tenants were exposed to high running costs. The ORP strand combined fabric-first insulation improvements with low-carbon heating, Solar PV and Mechanical Ventilation with Heat Recovery, creating a full whole-house retrofit programme aligned with Welsh Government decarbonisation objectives.
