A folding panel on the patio looks like the cheap way into solar. For some jobs it is exactly the right kit, and we will come to those. For cutting a household electricity bill year after year, it is a different piece of equipment doing a different job.
This is what official numbers show.
First, two different products
“Portable solar” usually means one of two things.
Off-grid kits. A folding panel, often 100W to 400W, paired with a lithium battery power station. Nothing touches your home wiring. You charge the box, you run things from the box.
Plug-in kits. A panel with a small inverter and a standard three-pin plug, designed to feed a socket and offset what the house is already using. Balcony solar, in other words.
The two get talked about as one thing. They behave nothing alike, and only one of them has a legal position that shifted this summer.
Where the rules stand in August 2026
First, the part that catches people out. Off-grid kits are completely fine to buy and use. A folding panel and a power station never touch your mains supply, so none of what follows applies to them.
Plug-in kits are a different matter. The Department for Energy Security and Net Zero states that these products “cannot be legally placed on the market or used by consumers”, because they cannot demonstrate compliance with the Plugs and Sockets etc. (Safety) Regulations 1994 and the Electricity Safety, Quality and Continuity Regulations 2002. The barrier is the connection method rather than the panel itself: BS 1363 does not permit a plug and socket to connect generating equipment.
That is changing. In July 2026 the Government confirmed it will change the rules so that approved plug-in kits can be sold and used legally.
Conditions come with it. Each device is capped at 800W, you can only run one per circuit, and it has to meet a new safety specification covering fire risk, electrical interference and automatic shutdown in a power cut. You also have to tell your electricity network operator you have fitted one, on a form called a G98 notification.
What portable solar is genuinely good for
Off-grid kits earn their money where there is no mains supply to compete with:
- Caravans, campervans and boats
- Allotments, sheds, stables and garden offices with no spur run to them
- Camping, festivals and site work
- Keeping a phone, a router or a laptop going in a power cut
Who it suits: renters who cannot alter the building, leaseholders without roof rights, and households who want a small reversible first step before committing. Those are all sound reasons to buy one. They are simply not the same reason as taking a bill down permanently.
What about the risks?
Product quality is not uniform. The independent study commissioned for the plug-in solar consultation found no evidence that an appropriately designed device is intrinsically unsafe on a normal UK domestic circuit. It also recorded conducted emission exceedances across tested samples at full export power, and export limiting that did not consistently match what manufacturers declared. Its own conclusion is the line to remember: safety depends “not only on the characteristics of the device itself, but on the condition of the receiving installation and the behaviour of the consumer”.
Older wiring. The suitability of legacy RCDs and MCBs came up repeatedly in consultation responses. Sockets, extension leads and protective devices in a house wired decades ago were never designed with generation flowing the other way.
No export payments and full VAT. Together they remove two of the three things that make domestic solar pay back.

Four parts, working as one. You generate electricity with a safe inverter, save it in a battery, and export tariff.
Start with a survey, not a shopping basket. A survey is what turns an average into a number you can plan around. There is also more than one way to pay for a system, and the right route depends on your circumstances.
